Councils fail to justify large fees for licensing pet shops
Just one council could justify its £300+ fee for issuing a pet shop licence, an investigation by the Ornamental Aquatic Trade Association has discovered. Just one council could justify its £300+ fee for issuing a pet shop licence, an investigation by the Ornamental Aquatic Trade Association has discovered.

Twenty councils which charge £300 or more for a pet shop licence – identified through an earlier Freedom of Information request by OATA – were asked to give a breakdown of the costs involved in coming up with the fee. Only Slough Borough Council provided a comprehensive list including costs in time and money for its £350 fee. 

This is despite Treasury guidance which says fees for services should generally be charged at cost and that the calculations used to work out fees should be comprehensive and use actual costs, where known. The government advice also includes a guide about what to include in calculating fees.

A further 16 councils replied but did not give a breakdown of the costs involved. They either just confirmed the cost of the fee (usually publicly available on their website) or stated only the fee related to travel costs and time, and administrative and financial costs but gave no monetary value to these activities. Three failed to provide any information at all.

As an example of the responses received by OATA, one council said 40% of their £335.50p fee related to Environmental Health for enforcement with the remaining 60% apportioned to the administrative process. This means £201.30p is spent on admin & £134.20p goes to EHO time but no further details were given about how these were arrived at.

“We’re not against cost recovery but it seems councils don’t actually have a clue about what it costs them to issue a pet shop licence,” said OATA Chief Executive Keith Davenport.

“This, coupled with the inconsistencies we found in earlier surveys, just adds to the administrative muddle. We have to ask ourselves if pet shops are being used to subsidise other parts of a council’s work. We think it’s simply not on for small businesses to be milked in this way.

“We estimate there are 3,000 pet shops in the UK and about 2,000 of them sell fish – so they need a licence to open to customers. It’s tough running a business at the best of times and a £300+ fee is a lot to fork out every year.”

OATA has forwarded its latest findings to DEFRA officials and MPs on the Environment, Food and Rural Affairs committee, which is currently involved in a consultation on the licensing of animal establishments.

OATA originally asked 391 local authorities for information on pet shop licensing in January 2016, where it discovered at least 20 councils charge £300 or more. A follow-up FOI request was sent to these 20 in April 2016 asking for a full breakdown of the cost. The latest report can be found on OATA’s website http://www.ornamentalfish.org/pet-shop-licences

Tomorrow is Bring Your Dog To Work Day - and the creators of Britain’s favourite day at the office are preparing for record participation.

HOWND have already seen a number of different organisations support the initiative - including pet product businesses, marketing agencies, a private jet company, an online bingo website and even a regional police force.  

Dog-loving celebrities have voiced their support too, including Ricky Gervais and Rachel Riley. The event was so popular last year that the hashtag #BringYourDoToWorkDay trended on Twitter and was mentioned on Instagram over 9,000 times.

This year’s event has already been featured by The Guardian, The Telegraph and The Daily Express.

“Since its conception three years ago, Bring Your Dog To Work Day has become a regular staple in the national calendar. Recent figures support this thinking, with employment website Reed.co.uk estimating that 8% of employees in Britain have permission to bring their dogs to work,” explains Jo Amit, co-founder of HOWND.

“Plus, an American study published in 2012 summarised that dogs at work may make a positive difference by reducing stress levels in staff and increasing their levels of job satisfaction.”

The day aims to raise money for All Dogs Matter, a charity which rehomes hundreds of dogs every year in London and Norfolk. Businesses can donate online (minimum of £50) to take part and become a sponsor, while individuals can gift online or via text (minimum of £2 online, or £1 via text).

Bring Your Dog To Work Day also invites participants to use the initiative as a sponsored event to raise funds for charities that are close to their hearts, using the hashtag #BringYourDogToWorkDay.

“We’re overwhelmed with how successful Bring Your Dog To Work Day has become. It’s been amazing to see how many people have posted their dogs at work across all social media in 2014 and 2015,” adds Jo.

“Most importantly, it was fantastic to raise money for a cause that has always been close to our hearts - the wonderful work of All Dogs Matter. We’re hopeful that this year will prove even more popular, building on the momentum of 2015.”

Britain is NOT a nation of pet lovers, says welfare charity
A leading rabbit welfare charity has hit out at our claim to be a nation of pet lovers, suggesting there is an “acceptable neglect” of rabbits in the UK.
A leading rabbit welfare charity has hit out at our claim to be a nation of pet lovers, suggesting there is an “acceptable neglect” of rabbits in the UK.

Rae Todd from the Rabbit Welfare Association & Fund (RWAF) says thousands of pet rabbits have become “nothing more than garden ghosts” after suffering cruel neglect at the hands of their owners.

“We think we’re a nation of pet lovers but we’re not,” she says. “It’s about time we dropped that label and aimed at being a nation of good pet owners.”

According to RWAF figures, some 67,000 rabbits are dumped in rescue centres, either due to regretted impulse purchases, the cost of vaccination and neutering or behavioural issues, and end up leading lonely lives.

“When we see a solitary rabbit in a hutch in our neighbour’s garden, most of us don’t bat an eye lid. It has become an acceptable neglect,” adds Rae. “Even though it's been scientifically proven that it’s cruel to keep rabbits in this way, they have become nothing more than discarded fluffy toys.”

This week's’s Rabbit Awareness Week (RAW), which runs until Sunday, aims to highlight the issue of companionship for rabbits, tasking the 57% of rabbit owners who own single rabbits to find a suitable friend at rescue centres – and to take advantage of free rabbit health checks at their local vet.

Todd believes there’s “no excuse” for not getting the correct rabbit housing and food for rabbits.

“People are not being intentionally cruel to rabbits but they’re not doing the proper research before they buy them.

"Today, it’s so easy to get information on proper rabbit welfare – it’s all over the internet – and yet more than half of all rabbit owners are still buying tiny hutches without runs and feeding their rabbits a muesli diet with no hay.

"They keep their rabbits on their own for hours, sometimes days at a time, and when their pet becomes aggressive and unhappy they give them away. It’s a vicious cycle of neglect.

"We’re urging people to find out more about what’s involved in caring for pet rabbits and if it’s seems like too much responsibility, then don’t take them on – it’s as simple as that. ”

As part of Rabbit Awareness Week – an annual campaign to raise the profile of rabbit welfare – Lucy Ross, Head of Training at Pets Corner, discusses what constitutes a safe and healthy diet for rabbits.

Lucy said: “We are all familiar with Bugs Bunny, who would regularly whip out a carrot to munch on, but carrots are not the best thing to be feeding rabbits on a day-to-day basis.

“The bulk of a rabbit’s diet should be made up of hay with 10% of what they eat comprising of vegetables.  For example, curly kale is among some of the veggies rabbits can enjoy on a daily basis.

“But iceberg lettuce – a popular staple among humans that can often make it into the pet food pile is dangerous and should never be fed to rabbits.”

A healthy diet for a pet rabbit should mimic what his cousins in the wild forage for – grass, plants and vegetables.

Good quality hay is an excellent alternative to grass and the foundation of a healthy diet for pet rabbits. As well as strengthening teeth and jaws, it provides fibre to maintain a healthy gut and nibbling on hay keeps bunnies busy, reducing boredom and helping prevent behavioural problems.

Lucy continued: “Alongside hay, which should make up 80% of your pet’s diet, we recommend adding one and a half mugs of fresh, raw fruit and veg per rabbit every day with complete nuggets and mix making up the remaining 10%.”

Lucy has put together the following feeding guide for rabbit owners:

  • Feed often – most days: bell peppers (remove seeds), raspberry leaves, watercress, coriander, courgette, curly kale
  • Feed frequently – two to four times a week: parsley, blueberries, cabbage, cauliflower leaves, broccoli, tomato (not stems or leaves), mangetout, Brussels sprouts
  • Feed occasionally – once a week: apple (remove seeds), mint, carrots, pak choi, blackberries, cucumber peelings, dandelion leaves, celery
  • Never feed: avocado, coconut, garlic, iceberg lettuce, hot peppers, chillies, potatoes, tomato leaves and stems, onions
  • Fresh water – always ensure your rabbit has plenty of fresh, clean water


The Rabbit Welfare Association and Fund – a national charity supported by Pets Corner – advocates the hay and veggie diet. However, it advises commercial foods should not be cut out as they contain important nutrients that can be deficient in a totally hay/veggie diet.

Lucy added: “Take care to introduce any new foods gradually. An abrupt change to a rabbit’s diet can trigger digestive upsets, which could prove fatal to some.”

Seeing the latest pet product launches under one roof is one of the major attractions to PATS visitors, and this September's show at the Telford International Centre is set to unveil a record number of new items.

An impressive line-up of entries to the popular New Product Showcase is a positive sign that PATS Telford exhibitors are excited about their latest products and can’t wait to show them to visiting retailers and buyers.

Products entered into the Showcase will be judged by a panel of independent pet retailers on the first day of the show (Sunday, September 25) to decide the winners of the New Product Awards.

“It’s great to see companies putting their new products forward,” said organiser Annie Foord. “I would urge those exhibitors who haven’t entered the Showcase yet to make sure they do so because it’s a not-to-be missed opportunity.

“Speaking to visitors, we know that a lot of them head to the Showcase first. They can view all the latest items in one place, and once they’ve seen what they like, they then head off to the stand of the manufacturer or supplier of that product to discuss it in more detail.”

There are eight categories in the New Product Showcase and past winners admit that winning an award can certainly increase the profile of the items to the trade.



For All Dogkind won the Grooming Product Award at PATS Sandown in March, and Laura Redstone said: "Since winning the award we have been overwhelmed by the trade enquiries we have received from both the UK and overseas. The accolade has given DogKind a superb launch platform into the pet and grooming industry.”

Other winners at PATS Sandown this year agreed that an award can have a great impact on a product’s launch.



Lee Gardiner, of Sky Pet Products, said: “The endorsement of the New Bird Product Award helped us to present the product to retailers with confidence. It also means the item will receive greater focus above other similar products available from alternative suppliers, helping to give us an edge.”



Richard Mock, of Symply Pet Foods Ltd, said: “It was the perfect platform to announce the launch of Piccolo food. It helped gain the instant recognition throughout the pet trade as one of the outstanding new products in the marketplace.”



And Chris Goodlad, of Supa Ltd, was thrilled to have won the first-ever Giftware Product Award with the company’s new range of ornamental metal birds. He added: “We have received a lot of positive feedback, praising the range as it has developed a new category for independent pet retailers. The award was the perfect way to launch this range as it showcased it to so many retailers.”

The Showcase is designed to help visitors to find easily the latest and most exciting products to hit the pet trade, as they are gathered together in one, extensive display. There is an information card beside each product, giving details such as suggested retail price and where in the show you’ll find the item’s exhibitor.

The New Product Showcase entries will be displayed under the following seven award categories:

Hill's pet food recalled over animal illness fears
Hill’s Pet Nutrition has issued a further recall of cat food owing to a risk of illness in pets.


Hill’s Pet Nutrition has issued a further recall of cat food owing to a risk of illness in pets.

The company's cat food pouches have been found to contain high levels of iron. If fed as the sole source of nutrition, this may have a more serious health effect, including diarrhoea and vomiting.

Hills say that the high levels of iron present in the pet food were as a result of an error by an ingredient supplier, which resulted in 85g pouches being manufactured incorporating high levels of iron, some of which were packed into multipacks with unaffected products.

Following additional product testing, an additional product, Science Plan Feline 11+ Healthy Ageing Chicken & with Salmon Multi Pack, was found to have higher iron levels than declared on the packaging. The 12 item, 85g multipack has a SKU code of 2190V and expiry date September 2017

A company statement said: “The company say that this is a precautionary measure as although iron is an essential nutrient in a cat’s diet but too much iron may cause digestive upset.”

On the product recall it states: "The company recalled certain packs of cat food pouches in May 2016 because there were high levels of iron present in the pet food as a result of an error by an ingredient supplier, which resulted in 85g pouches being manufactured incorporating high levels of iron, some of which were packed into multipacks with unaffected products."

Twenty nine girls from GA Pet Food Partners powered their way through mud to raise money for Cancer Research.

The Pretty Muddy 5km race in Avenham Park, Preston on Saturday is part of GA’s charity committees 2016 commitment to raise money through partaking in local charity events.

As you can see from the before and after pictures … everyone was very much covered in mud apart from Billy the dog!

Amy Egglesden, GA’s Charity Chairwomen commented on how amazing Pretty Muddy was and what a fantastic day out enjoyed by all GA Girls taking part.

Next on the charity agenda is Tough Mudder in September where GA will be raising money for a Testicular Cancer Awareness and support charity.

Nottinghamshire-based pet food manufacturer, Grove Pet Foods, has welcomed Marie Rowden to the team.

As Field Sales Executive for the South Coast from Kent to Cornwall, Marie is busy developing relationships with retailers throughout the region to promote the Vitalin and Alpha brands.

Marie joins the company after gaining more than nine years’ experience in the pet retail sector.

Marie previously worked for Countrywide and Jollyes, and also has a passion for dogs, rescuing her two Staffordshire-cross breeds Kali and Mia.

Said Marie: “After so many years working in retail it is great to get out and about meeting customers and supporting stores across the South.

“The Vitalin and Alpha ranges continue to go from strength to strength and it is great to join a go-ahead business such as Grove Pet Foods.

“I have a lot of interest in nutrition, health and wellbeing when it comes to dogs and am delighted to be representing such high quality brands in the dog, cat and ferret food sectors.”

Bents Garden & Home has announced a new charity partnership with the Warrington, Halton and St Helens branch of the RSPCA.

With the launch of The Pet Place in late 2014 there has been a growing number of customers visiting Bents who have a passion for animals leading to Bents’ decision to partner with a charity which is so close to the hearts of so many.

The new partnership will run alongside Bents’ existing Charity of the Year (this year being Epilepsy Action), but with all funds from pet focussed events and fundraising opportunities in The Pet Place being donated to the local branch of the RSPCA.

The Warrington, Halton and St Helens branch operates as a cruelty case boarding centre, caring for cats and dogs, with the animals in their care having been removed by Inspectors due to neglect or abuse. 

All of the money raised by Bents’ partnership with the charity will help provide veterinary care and fund the equipment and resources for their rehabilitation as well as the everyday costs of maintaining the animal centre.

Says Matthew Bent, Managing Director at Bents Garden & Home:  “The work carried out by the team from the RSPCA to rehabilitate animals who have been treated so badly is outstanding and is something that should be supported.  Our Pet Place, Pet Café and pet events are proving hugely popular and we are confident that our customers will help us with donations for such a fantastic, locally based animal charity.”

Natalie Bargery, RSPCA WHS Fundraiser added:  “We are so excited to be partnering with Bents. They are a huge local business with a genuine interest in companion animal welfare. We can’t wait to get involved in their event programme and meet more of their staff and customers over the coming months.”

Bents will be working with the team from the RSPCA to involve the charity in existing pet events such as Puppy Obedience and Teenage Tantrum classes as well as Mini Crufts and Strut Your Mutt fashion show.  It is also looking to plan a family dog walk and other exciting initiatives.

BBC Countryfile Live is being held in association with the National Trust and will be set in the picturesque grounds of Blenheim Palace from Thursday 4th August until Sunday 7th August 2016.

Skinner’s have been regulars at country shows for a number of years but were so excited about this new venture that they were the first exhibitor to sign up, almost 12 months ago!
